Probably, but since I don’t own and have never touched a Steam Deck, but the question was directed at me, I could only honestly answer with my unawareness.
Seems weird as fuck to get downvoted for not knowing about a thing I don’t have experience with, but hey.
What does expanded add ?
It extends the town and surrounding areas, and adds quite a few new NPCs with associated story lines.
I’ve never modded stardew but I’ll give it a go

Man, you’ve got to dive into SDV mods.
Stardew is a great game, maybe an 8/10, but with mods it is an amazing game, 10/10.
Is it hard to mod on deck ?
I’ve modded it on Linux, it’s not much different or more difficult. There’s an article how to set it up here
