There’s more to grocery stores than just prices. Careful placement can mitigate the problem of food deserts, where people just don’t have reliable access to groceries, especially fresh foods. To my mind, it would be fine if such public groceries ran in the red, because robust public services should rank higher than profit when government is involved.
