It’s a 1944 CIA manual sent to civilians in occupied territory to show how to be as useless (sabotaging and the like) as possible to the occupying nazis
It helps a bit that typically those that have more compassion tend to be more liberal, but in general even the more liberal Catholics tend to be somewhat conservative
With all the time he spends golfing, I’d think hed be better at it
