    I don’t know, because filibusters are also an implicit threat. Plenty of bills from both parties never even come to vote because both sides know they will be filibustered.

    When the majority allows a successful filibuster vote like those above, it’s because the majority wanted to put the minority “on the record”, for example as pro-trans.
