A bike is way cheaper. And with an electric one, if you have a decent rain jacket, most commuters would be well suited. They can go 25 km/hr. Some are speed pedelecs for which you need a licence, but they can go 45 km/hr.
For comparison, the average commute is about 20 km. You’d spend much less in costs, it’s healthier, and you still can transport stuff with comfort.
Transport e-bikes also exist, those can carry bigger burdens. There are also iirc electric bikes with AC, like the Pod bike, but those are rare.

On the other hand, it could be a question of price. If the American ones cost only 5-10% of the Chinese…
