People don’t just wake up and randomly decide to go on a shooting spree. There’s warning signs, planning and preparation. It’s not hard to train agencies on this, do PSAs etc. This should also be included in the terrorism definition, or at least dealt with by terrorism departments or similar so there’s a better standard of service.
