Seems to me like the growth of Chinese users is eating into EU numbers. Percentages are zero-sum game. They always need to total at 100. If one percentage goes up, others must go down even if the user numbers grow everywhere.
yeah, every few months there’s a spike in Chinese users on Windows in Steam’s survey.
